국가의 기본법을 조령모개식으로 성급하게 바꾼다는 것은 분명 현명한 일이 못 된다. 그러나 헌법은 국민을 위해 존재하는 것이지 국민이 헌법을 위해 있는 것은 아니기 때문에 국민에게 필요한 개정은 주저없이 이뤄져야 한다. 바로 이 때문에 헌법개정의 절차가 분명히 헌법에 규정되어 있는 것이다. 좋지 못한 것은 헌법의 규정은 그대로 둔 채 어떻게 속여넘겨 보려고 하는 것이다.

• 주저없이 - without hesitation.
• 헌법 개정의 절차 - procedures necessary for Constitutional reivision; ([헌법개정]은 이미 앞 sentence 에 나와 있으므로 그냥) necessary procedures; required procedures.
• 분명히 규정되어 있다 - be clearly provided for (set forth).
• 좋지 못한 것은 - what is objectionable; what is bad; what we should not do; what we should refrain from (doing).
• 헌법의 규정을 그대로 두다 - keep the Constiturion untouched(unrevised). (이 경우에 [규정]은 무시해도 된다).
• 어떻게 속여 넘겨보다 - use (do) the trick of defeating the end of the Constitution; escape the meshes of the Constitutional provisions by using some trick or other; circumbent the Constitutional provisions by ~.

 

<구문 연구>

1. 첫 문장은 각각 가주어 It르 선행시키거나 we를 주어로 하여 (a) It is of course undesirable(unwise) to alter ... with too great haste and carelessness. (b) We should of course refrain from any frivolous attempt to alter ... (c) [헌법의 조령모개식 개정]을 주어로 하면 A rash, fickle revision of ... is no doubt undesriable 처럼 된다.
2. 둘째 sentence 는 (a) [그러나 헌법은 ... 것은 아니다][따라서 국민에게 필요한 개정은 ... 이뤄져야한다]와 같은 두 부분으로 나누어 But it is quite clear that ... So any revision, if necessary for ..., ought to be made .. (b) But since it is quite clear that .... and that ... , any alteration which ... ought to be made without hesitation.
3. [이 때문에 ... 규정되어 있는 것이다] 부분은 It is to this end (for that purpose] that ... 의 강조형식을 쓰거나, To this very end를 문두에 가지고 와서 표현한다.
4. 마지막 문장은 [나쁜 것](=what is ...; what we should...)를 주격으로 하여 처리해 본다.

(1) It would certainly be unwise to change the basic State Law with great haste. But it is quite clear that the Constitution exists for the good of the people and not the people for tha sake of the Constitution. So any revision, if necessary for the people, ought to be made without hesitation. For this purpose, the Constitution clearly provides for the necessary procedures. What we must bear in mind is not to try to defeat somehow or other the end for which the Constitution stands whild leaving it untouched.

(2) We should of course refrain from any frivolous attempt to alter the basic law of the State. But sinceit is quite clear that the Constitution is intended for the welfare of the people and that the Constitution should not disregard the benefit of the people, any alteration which will be good for the people ought to be made without hesitation. It is to this end that the Constitution clearly sets forth the required procedures. What is objectonable is to try to circumbent the Constitutional provisions by using some trick or other and to make no effort to revise it.
