2. The art of music, like its visual counterparts, painting and architecture, has always been an expression of man's universal hopes and fears. Perhaps the oldest and purest form of this expression occres in folk music The folk music of a culture is an unwritten record of the belifes and attitudes of that culture music is usually written down, and a piece of music does not have to be performed to be remembered. It may be rediscovered years after its composer had died. But in a society that lacks a written history, music must be passed directly from one generation to the next. Men learn songs through repetition; they learn to play musical instruments by watching others. If this does not happen, a tune may be forgotten and thus lost forever.
The songs which survive, then, as representatives of a culture's musical taste, are probably the people's favorites. Of course a folk song which we hear today is not exactly the same as the one our ancestors heard. It had changed according to the changing needs and tastes of the people. And since no one's memory is perfect, the songs are often altered unintentionally by a singer's mistake.
Each culture develops its own melodies and themes, including tales about famous leaders, heroic deeds, glorious battles-and, of course, love. Songs of one culture may be adopted by another, usualy with some changes, if their musical taste is similar. It is unlikely that the same tune developed independently in each country. Rather, it was probably taught by the people in a border region to their friends nearby. Or perpaps it was carried from area to area by a wandering minstrel, as was common druing the Middle Ages.
If the theme of a song does not appeal to the people in another country but they like the melody, they will often adopt the tune and replace the original words or story with something more suitable. But if the music itself is unappealing, adoption is unlikely. For this reason, music is rarely transferred between two countries whose musical tastes are very different. Transferring occurs with all aspects of culture, including customs, religion, and artistic and technological developments. Music, however, seems to spread particularly easily, perhaps because it is both a source of entertainment and a means of communication and story-telling.

3. Peaceful exploration of these two areas, outer space and the ocean, demands the cooperation of every nation involved. It is an oppertunity and a necessity for men to combine their efforts and work toward a common goal. In the exploration of outer space, a great deal of cooperation has already developed. Several nations have sent joint rockets and experiments into space. This cooperation was especially obbious during the troubled flight of Apollo 13 when an oxygen tank exploded inside the spaceship. Many nations offered assistance in communication and tracking, and the government of the Soviet Union offered the use of their equipment and technology if needed to help rescue the astronauts.
Cooperation in the oceans has been more difficult to accomplish. Nations, as well as individuals, have always used the oceans-for fishing, trade, war, and pleasure-with little concern for anyone else's rgiths. Always before, the ocean was large enough for everyone. As the world has grown "smaller" through improved communication and transportation and increased population growth, the oceans have become more crowded. It is now possible for a nation to go far from its coasts to fish and trade, and each year many of the new nations develop fishing and trading fleets. Instead of the large empty ocean that once existed, it is now filled with many people who are interested in using its resources. This resultsin strong competition among nations. Since each nation has difficult needs and aims, conflicts eventually arise.
Nations are beginning to realize that laws must be established to protect the ocean's resources-its fish and animals, its plant life, and its minerals. However, due to the long practice of free use of the oceans, it is difficult for men to accept the need for these laws.
Modern exploration offers the greatest oppertunity man has ever faced to develop cooperation among the nations of the world. Let us hope that all nations wil realize the importance of international cooperation in these new areas and that they will work together to accomplish this cooperation for the benefit of all mankind.
